A housing counselor gives independent advice fitted to your own housing situation. The counselors work for nonprofit or government housing agencies that participate in HUD's housing counseling program, and each one has passed a HUD certification exam. Before you buy, a counselor can help you weigh whether a particular set of mortgage loan terms fits your goals and circumstances.

What a counselor covers

Agencies offer a range of services, and not every agency offers all of them:

  • Pre-purchase counseling and homebuyer education
  • Budgeting and credit counseling
  • Help with mortgage delinquency and avoiding foreclosure
  • Rental questions and eviction
  • Home repair
  • Reverse mortgages
  • Fair housing and predatory lending education
  • Disaster preparedness

Counseling usually starts with an intake, moves to a review of what you can afford, and ends with an action plan.

Counseling and workshops

Counseling is one-on-one and fitted to your finances. A workshop is a general group or online class on a housing topic. A workshop can help you get ready for counseling, but it isn't counseling.

What it costs

Counseling is often free or low cost. Foreclosure, eviction and homelessness counseling are free. Some counseling and workshops carry a modest fee. Ask about it when you book.

Finding an agency

Search for an approved agency by ZIP code, or call 800-569-4287 (TTY 202-708-1455) for an operator who can find one near you, in many languages. Check the list of services for each agency before you call, since not every agency offers pre-purchase counseling. People in rural and remote areas can be served through national organizations and state housing finance agencies.
